What is the Indian Forest Service (IFoS)?

The Indian Forest Service (IFoS) is a prestigious All India Service that specifically deals with the scientific management and conservation of India's forests, wildlife, and natural resources. As part of the Civil Services Examination conducted by the Union Public Service Commission (UPSC), the IFoS is unique in its exclusive focus on environmental and forestry issues critical to India's ecological balance and biodiversity.

IFoS is one of the three All India Services, alongside the Indian Administrative Service (IAS) and the Indian Police Service (IPS). Officers are deployed to state cadres but remain under the central government's cadre controlling authority — the Ministry of Environment, Forest and Climate Change (MoEF&CC).

History of the Indian Forest Service

1864

British India Government established the Imperial Forest Department.

1866

Dr. Dietrich Brandis, a German Forest officer, appointed as Inspector General of Forests.

1867

Imperial Forest Service constituted to manage the varied natural resources of India.

1938

Indian Forest College (IFC) established at Dehradun to train the Superior Forest Service.

1935

"Forestry" transferred to the Provincial List under the Government of India Act, 1935 — recruitment to Imperial Forest Service discontinued.

1966

Indian Forest Service constituted under the All India Services Act, 1951 by the Government of India.


Training & Probation

Selected IFoS probationers undergo a multi-stage training programme before being assigned independent charge:

Professional training in forestry and related subjects at the Indira Gandhi National Forest Academy — the premier institution for forest service training in India.

LBSNAA, Mussoorie

Foundation Course at the Lal Bahadur Shastri National Academy of Administration, conducted jointly with IAS and IPS probationers.

After the institutional training, probationers undergo one year of practical (field) training within their allotted cadre state. Upon completing the four-year probation period, successful officers are promoted to the Senior Time Scale and may be posted as Divisional Forest Officers or Deputy Conservators of Forests.

Exam Pattern

The IFoS exam is conducted in two stages. The preliminary exam is common with the Civil Services Examination.

Preliminary Examination (Objective)

Qualifying in nature — marks are not counted in the final merit list. The CSAT (Paper II) requires minimum 33% qualifying marks.

MainsMains Syllabus

General English (Paper I — 300 Marks)

Essay writing, précis/summary, comprehension passages, and questions testing understanding and workmanlike use of the English language.

General Knowledge (Paper II — 300 Marks)

Current affairs and general awareness in scientific aspects; Indian Polity and Constitution; History of India; Geography. Answerable without specialist study.

Optional Subjects (Papers III–VI — 200 marks each)

  • • 8 questions per paper — 4 in Part A and 4 in Part B
  • 5 questions to be attempted (at least 2 from each part)
  • • 1 compulsory question in each part
  • • Honours degree standard (above Bachelor's, below Master's)

OTR Registration

Register on the One Time Registration (OTR) platform at upsconline.nic.in. This is a one-time process. If already registered, proceed directly to the application.

Fill Online Application

The online application form for IFoS is the same as the Civil Services Examination application on upsconline.nic.in. Indicate your preference for IFoS while applying.

DAF-I (After Prelims)

Candidates who qualify Prelims submit DAF-I online with scanned documents — date of birth, category certificates (SC/ST/OBC/EWS/PwBD), educational qualification, and examination fee.

DAF-II (After Mains)

Candidates who qualify Mains submit DAF-II indicating preferences for Zones/Cadres before the commencement of Interviews.

State Forest Services — ACF / FRO

In addition to the central IFoS, each state recruits its own Forest Officers through state PSCs. These positions — Assistant Conservator of Forests (ACF), Forest Range Officer (FRO), and Forest Ranger — offer over 500 vacancies annually across India. Environmental Science is the most popular and strategic optional for these exams.

Who conducts the Indian Forest Service exam?
The Indian Forest Service (IFoS) examination is conducted by the Union Public Service Commission (UPSC). The preliminary stage is common with the Civil Services Examination (CSE), but the Main examination and Interview are separate processes conducted specifically for IFoS.
Is Indian Forest Service part of the All India Services?
Yes. The Indian Forest Service is one of the three All India Services — the other two being the Indian Administrative Service (IAS) and the Indian Police Service (IPS). It was constituted in 1966 under the All India Services Act, 1951. The cadre controlling authority is the Ministry of Environment, Forest and Climate Change (MoEF&CC).
Can I appear for both IAS and IFoS with the same preliminary exam?
Yes. The Civil Services (Preliminary) Examination is common for both IAS/IPS/IFS (Civil Services) and IFoS. However, you must separately indicate your preference for IFoS when applying. The Mains examinations are entirely different — CSE Mains has 9 papers while IFoS Mains has 6 papers + Interview.
Can I appear for the IFoS exam in Hindi or regional medium?
The General Knowledge paper can be answered in Hindi or English. However, the General English paper (Paper I) must be answered in English as it tests language proficiency. Optional subject papers can be answered in English or Hindi as the candidate chooses.
What educational qualification is needed for IFoS?
You need a Bachelor's degree with at least one of these subjects: Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology, Mathematics, Physics, Statistics, or Zoology. Alternatively, a Bachelor's degree in Agriculture, Forestry, or Engineering also qualifies.
How many times can I appear for IFoS exam?
General category candidates can attempt IFoS 6 times (same as CSE). OBC candidates get 9 attempts. SC/ST candidates have no limit on attempts (subject to the age limit). PwBD candidates (General/EWS/OBC) also get 9 attempts.
Where are IFoS officers trained?
After selection, IFoS probationers complete professional training at the Indira Gandhi National Forest Academy (IGNFA) in Dehradun. They also complete a Foundation Course at the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie. This is followed by one year of practical training in the allotted cadre state.
What is the difference between IFoS and State Forest Services?
IFoS (Indian Forest Service) is a central All India Service recruited by UPSC — officers join as Deputy Conservator of Forests and can rise to Principal Chief Conservator. State Forest Services (ACF/FRO) are recruited by state PSCs like JPSC, RPSC, UPPSC — these are state government posts with a different career trajectory. IFoS has higher pay and status but is more competitive.
